Midlands and East Quality Observatory (MEQO) aims to support the NHS in delivering services which are safe, effective and have high levels of patient satisfaction. Patients, providers, commissioners and policy makers need to have the best information we can produce and to develop an understanding of how to use such information and act appropriately on it.
The Acute Trust Quality Dashboard has been created with and on behalf of the Quality Observatory Network using a wide variety of data sources and input on suggested metrics and methodologies from many individuals and organisations. The dashboard has been presented to SHA and trust medical directors, and information departments, across the country who have fed back to MEQO over several iterations in the development stages of the dashboard. This has allowed us to produce a set of valid and robust indicators that are as good a reflection of quality as possible. The open-source style development approach we have used provides users of the dashboard clear methodology behind each indicators and allows NHS analysts to explore the data in more detail within their own organisation and using their own data sources.
We want to show quality of care in a statistically sound but easy to understand way using a set of indicators that encompass a range of Trust services; and we want this to be available for free to everyone from clinicians and other health care professionals to members of the public. The MEQO approach is that data for insight should be openly shared so services can evaluate and improve upon their quality of care. The NHS is moving towards greater transparency and this dashboard is an example of what we hope will be delivered by the NHS Information Revolution.

The Dashboard
The Acute Trust Quality Dashboard brings together indicators from various sources providing an indication of quality across the 5 domains of the NHS Outcomes Framework.
- Preventing people from dying prematurely
- Enhancing quality of life for people with long term conditions
- Helping people to recover from episodes of ill health or following injury
- Ensuring that people have a positive experience of care
- Treating and caring for people in a safe environment and protect them from avoidable harm
A sixth domain has been created for the dashboard “Organisational approach to quality” which contains a number of metrics which look at organisational behaviour.
Indicators have been selected drawing from the NHS Outcomes Framework, 2011/12 NHS operating Framework and other sources to populate the domains with relevant measures that are able to be populated with valid and robust data. The aim of the dashboard is to stimulate questioning and investigation, share learning and enable service improvement.
